உலகிலேயே இந்தியாவில்தான் அதிகம்????

போதைப்பொருள்களில் ஒன்றான ஹெராயினைப் பயன்படுத்துவோர் உலகிலேயே இந்தியாவில்தான் அதிகம் எனப் புள்ளிவிவரம் தருகிறது

 "ஐக்கிய நாடுகள் சபை போதைப்பொருள்கள் அறிக்கை-2011'. அண்மையில் வெளியிடப்பட்ட இந்த அறிக்கையின்படி, "தெற்கு ஆசியாவில் 40 டன் ஹெராயின் உற்பத்தி செய்யப்படுகிறது. இதில் 17 டன் ஹெராயின் இந்தியாவிலுள்ள போதைஅடிமைகளால்தான் நுகரப்படுகிறது என்று தெரிகிறது.  ஐக்கிய நாடுகள் சபை அறிக்கை தரும் புள்ளிவிவரத்தின்படி, ஆப்கானிஸ்தானில்தான் மிக அதிகமாக, அதாவது ஆண்டுக்கு 380 டன் ஓபியம் (அபினி) உற்பத்தி செய்யப்படுகிறது. இதில் 5 டன் அவர்களே சாப்பிட்டதுபோக, மீதமுள்ள 375 டன் அபினியின் பெரும்பகுதி இந்தியா வழியாக உலக நாடுகளுக்குக் கடத்தப்பட்டு வருகிறது. 

ஆப்கானிஸ்தானுக்கு அடுத்தபடியாக, தெற்கு ஆசியாவில், குறிப்பாக மியான்மர், லாவோஸ் நாடுகளில், 40 முதல் 50 டன் விளைவிக்கப்படுகிறது. வழக்கமாக உலக சந்தைக்குப் போக வேண்டிய இந்த போதைப் பொருள், தற்போது இந்தியாவிலேயே விற்பனையாகும் போக்கு அதிகரித்துள்ளது என்பதைத்தான் ஐ.நா அறிக்கையிலுள்ள புள்ளிவிவரம் நமக்கு உணர்த்துகிறது. 

 2006-ம் ஆண்டு இந்தியாவில் போதைஅடிமைகள் எண்ணிக்கை 7.5 கோடி என்று ஓர் ஆய்வறிக்கை வெளியானது. அதன்படி, மது அடிமைகள் 6.25 கோடி, கஞ்சா போன்ற போதைப்பொருள்களுக்கு அடிமையானவர்கள் 90 லட்சம், அபினிக்கு அடிமையானவர்கள் 3 லட்சம், நோயாளிகளை அமைதிப்படுத்த மருத்துவர் பரிந்துரைக்கும் மாத்திரைகளைப் பயன்படுத்தும் போதைஅடிமைகள் 10 லட்சம் என்று தோராயமாகக் கணக்கெடுத்தார்கள். 

 ஐ.நா. புள்ளிவிவரத்தின்படி, ஓபியம் எனப்படும் அபினி பயன்படுத்துவோர் எண்ணிக்கை இந்தியாவில் தற்போது 30 லட்சம். அதாவது, கடந்த 6 ஆண்டுகளில் 10 மடங்கு அதிகரித்துள்ளது என்பதுதான் கவலை தரும் விஷயமாக உள்ளது.  இந்தியாவில் அபினி சாகுபடி சுமார் 7,500 எக்டேருக்கு நடைபெறுவதாகவும், இதில் சுமார் 1,000 எக்டேர் பயிரை போதைப்பொருள் தடுப்புப் பிரிவு அழித்ததாகவும் ஐநா அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.  

மேற்குத் தொடர்ச்சி மலைப் பகுதியின் சில மறைவான பகுதிகளில் பரவலாகவே கஞ்சா சாகுபடி செய்யப்படுவதும், பெயரளவில் சிறு பகுதியை மட்டும் காவல்துறையும் போதைப்பொருள் தடுப்புத் துறையும் நடவடிக்கை எடுத்து அழிப்பதும் ஆண்டுதோறும் நடைபெற்றுவரும் வருடாந்திரச் சடங்காகத்தான் தொடர்கிறது. இதன் பின்னால் ஒரு மிகப்பெரிய மாபியாவே செயல்படுகிறது என்று கூறப்படுகிறது. 

சந்தனக் கடத்தலைவிட இந்தக் கஞ்சா மாபியா சக்தி வாய்ந்தது என்றும் கூறுகிறார்கள்.  சாகுபடி செய்யப்படும் கஞ்சாச் செடிகளை நாட்டின் பல்வேறு பகுதிகளுக்குக் கடத்துவதில் சிக்கல் இருப்பதால், கஞ்சாவை, எண்ணெய் வடிவத்தில் உருமாற்றிக் கடத்தும் போக்கும் உருவாகியிருக்கிறது. தங்க நாற்கரச் சாலையும் கன்டெய்னர் லாரிகளும் வந்துவிட்ட பிறகு கஞ்சா கடத்தல்காரர்களின் பணி மிகவும் சுலபமாகிவிட்டது என்கிறார்கள் போதைப்பொருள் தடுப்புத் துறையில் உள்ள நேர்மையான அதிகாரிகள்.  கடத்தப்படும் போதைப்பொருள்களைத் தடுப்பதும் அழிப்பதும் ஒருபுறம் நடந்தாலும், இந்தியாவுக்குள் அதன் விற்பனையைத் தடுப்பது இன்றியமையாதது. 

போதைப் பொருள் கடத்தல் தடுப்புப் பிரிவு பெரும்பாலும் தடுப்பு நடவடிக்கையோடு நின்று விடுகிறது. இந்தியாவில் நகரப் பகுதிகளில் நடைபெறும் விற்பனை குறித்து கவலைப்படுவதில்லை. அந்தந்த மாநிலக் காவல்துறை மட்டுமே விற்பனையைத் தடுத்து நிறுத்த முடியும் என்கிற நிலையில் இந்தியாவின் மாநகரப் பகுதிகளில் இதுபற்றிய முனைப்பு காவல்துறைக்கு இருப்பதில்லை.  போதைப்பொருள் விற்பனை செய்யக்கூடியவர்கள் யார்? எந்தெந்த இடங்களில், எந்தெந்த மறைமுக வழிகளில் விற்பனை செய்யப்படுகின்றது என்பது காவல்துறைக்கு அத்துப்படி. காவல்துறை மனது வைத்தால் எந்த வகையான போதைப்பொருள்களும் சந்தையில் கிடைக்காமல் தடுத்துவிட முடியும். சந்தையில் கிடைக்காத நிலையில் இதைப் பயன்படுத்துவோர் அல்லது போதைஅடிமைகள் எண்ணிக்கை தானாகவே குறைந்துவிடும். 

ஆனால், போதைப்பொருள் விற்பனைக்குப் பின்னால் அரசியல் சக்திகள் இருப்பதுதான் காவல்துறையின் கைகளைக் கட்டிப் போட்டிருப்பதாகக் கூறப்படுகிறது.  அடித்தட்டு மக்களும் சமூகத்தில் போக்கிரிகளாக அறியப்பட்டவர்களும் மட்டும்தான் போதைப் பொருள்களைப் பயன்படுத்துகின்றனர் என்ற நிலைமை இன்றில்லை. 

போதைப்பொருள்களின் விலை உயர உயர, அதைப் பயன்படுத்துவோரும் உயர்குடி மக்களாக இருக்கின்றனர். மிகச் சிறந்த கல்லூரிகளில் பயிலும் மாணவர்கள், தகவல்தொழில்நுட்பத் துறையில் மிகஅதிகமாகச் சம்பாதிக்கும் இளைஞர்கள் ஆகியோரைத்தான் இந்தப் போதைப்பொருள் வியாபாரிகள் குறி வைக்கின்றனர். அதன் விளைவாகத் தகவல் தொழில்நுட்பத் துறையின் கேந்திரங்களாக விளங்கும் சென்னை, பெங்களூரு, ஹைதராபாத் போன்ற தென்னிந்திய நகரங்களில் போதைப்பொருள் விற்பனை மிக அதிகமாகிக்கொண்டே வருகிறது.  போதைக்கு அடிமையாதல் என்பது வெறும் பொருளாதார இழப்பு மட்டுமல்ல. ஒவ்வொரு போதை அடிமையும் ஒரு குடும்பத்துக்கு நிரந்தரச் சுமையாக மாறிவிடுகிறார். ஆங்கிலேயர்கள் சீனாவை அடிமைப்படுத்தியதே போதைப் பழக்கத்தை அந்த நாட்டில் அறிமுகப்படுத்தியதன் மூலம்தான் என்பதை நாம் நினைவில்கொள்ள வேண்டும். ஆரோக்கியமான பங்குச் சந்தை, ஜிடிபி வளர்ச்சி, அன்னியச் செலாவணிக் கையிருப்பு, தெருவெல்லாம் மோட்டார் வாகனங்கள், வாழ்க்கை வசதிகள் என்றெல்லாம் இருந்தென்ன பயன்?  
நமது வருங்காலச் சந்ததியினர் போதைக்கு அடிமையாகி விடாமல் நம்மால் பாதுகாக்க முடியாமல் போனால், இவையெல்லாமே அர்த்தமற்றவை.

Free " Aakash Tablets" for university students: HRD Minister

It’s good news for students in colleges and universities across the country as the Union government plans to give the low cost “Aakash” tablet to them across institutions for free.

“We are planning to distribute Aakash tablets to students free of cost to deliver e-learning experience to one and all,” HRD and Communications & IT Minister Kapil Sibal said at a summit organised by Indian Semiconductor Association in Bangalore.
Sibal clarified that the tablet, costing Rs 1,500 would get a government subsidy of Rs 750. The balance Rs 750 rest would be borne by respective educational institutions, making it literally free for students.

The minister also said that the government has plans to create an ecosystem for the end-to-end production of the tablet in the country. For other buyers Aakash tablet will cost Rs 2,500, as was planned earlier.

“Our country needs to improve in the manufacturing field and we are taking initiatives to set it right and give it a better foothold,” Sibal said.

The low cost tablet, set to change the Indian digital landscape, was unveiled in October 2011 and was available for online booking only in December. The minister had then said that the rich have access to the digital world, the poor and ordinary have been excluded.

Aakash will end that digital divide. However, the tablet, manufactured by the Canadian firm Datawind, received intense criticism when it failed compliance tests by the Indian Institute of technology, Rajasthan, which showed certain glitches. Thus the government’s plan to acquire 1 lakh such gadgets had come to a halt. As result, the delivery schedule, which was to begin on February 2012, is getting delayed.

Meanwhile, the government of Andhra Pradesh has reportedly sent a proposal to Sibal for buying 10,000 such tablets. It was decided by the Andhra Pradesh government that those tablets would be provided to the state universities, engineering and polytechnic colleges.

Even the University of Mumbai has reportedly received about 25,000 booking requests for the tablet. According to news reports, the requests have come from its 90 colleges and departments.

This scheme to avail of these tablets was extended by the Centre and was extended by the HRD ministry for all the universities.

Yes, Paasam Trust Kodaikkanal & YRC team of Subramanya College of arts &science Conducted a Free Medical Camp at Kumralingam.

In that Camp More than 500 patients were got the Treatments for their various Health Problems.
A team of 21 Doctors gave very good treatments for the patients.This medical camp includes the treatment specially for General , Eye and Dental.

Dr.J.Mascarenhas M.D.,M.S.,D.O.,(Germany) Leads  the Doctors Team and gave great treatment.
Also the team of him conducting a free Plastic Surgery camp at Kodaikkanal from 23-01-2012 to 06-04-2012. The Team really serviced the patients with so care and affectionate. The Paasam Trust Team Provides the tablets and tests for the Patients at Free of cost.

YRC Team of Subramanya College  of arts & science organized this medical camp and The College Principal and Administrative officer inaugurated the camp,Village Panjayat President, YRC team Co-ordinator Mr.Veera sekar and all Faculties of the College and YRC Students were gathered in that function.

I have realized that sometimes books are more human than the people.So i Decided to Release a good book for my students.
